Consultancy

My consultancy work focuses on diplomacy, maritime security, and ocean governance. I bring 15+ years of progressive experience in technical research and policy analysis, writing, lessons learned studies, best practice development, and advising on diplomatic processes.

My expertise includes organizing international conferences, serving as a moderator, facilitator, and speaker at high-level events, and providing in-depth action-oriented analyses. I also develop and deliver tailored training courses, based on my book Understanding Maritime Security.

I help governments, international organizations, and maritime stakeholders develop effective strategies and build capacity to address complex maritime security challenges. From briefing the UN Security Council to training naval practitioners, I bring academic rigor and practical solutions to critical ocean governance issues.

I welcome inquiries for consultancy and training work or speaking engagements in my areas of expertise, including:

  • maritime security governance, maritime security strategy, law of the sea and related capacity building;
  • ocean diplomacy, including summitry, strategic dialogues, and confidence building measures;
  • maritime domain awareness, information sharing, and new technologies;
  • critical maritime infrastructure protection, in particular concerning the subsea, and offshore energy;
  • naval engagement and strategy, maritime law enforcement and coast guard operations, including questions of inter-operability and inter-agency coordination;
  • blue crimes such as piracy, illegal fishing, smuggling, and marine pollution;
  • climate change at sea and the consequences for maritime industries and law enforcement.

While I work globally, my main regional expertise covers Europe (Greater North Sea, Baltic Sea, and Mediterranean), African security, and the political dynamics of the Indian Ocean and Indo-Pacific region, including Southeast Asia, the Blue Pacific, and small island states.

I work with clients to ensure that they have a solid knowledge base to carry out their work and have a good understanding of the strategic and political context of their projects. Inter-agency and inter-cultural facilitation and making good use of international best practices are often important prerequisites for this.

As an academic engaged in consultancy, I work with high standards of reflexivity and ethics, and generally only accept engagements that contribute to safer seas and a greater common good. I have worked with a broad range of partners, including ministries of foreign affairs, ministries of transport, navies, coast guards, United Nations agencies, and the private sector. Since 2024, I work closely with the UN Institute for Disarmament Research in many of these activities.
